The Harmonized Indices of Consumer Prices (HICP) measure the changes in the prices of consumer goods and services. HICP is comparable measure of inflation across EU Member states. It is calculated according to a harmonized approach and a single set of definitions for EU member states. HICP, just as Consumer Price Index, measures the total relative change of the prices of goods and services but they differ in the coverage of households. HICP covers final monetary consumption expenditures of all households on the territory of the country, including institutional and foreign ones, while Consumer Price Index - consumption of residential households. Weights for HICP are constructed according to the requirements of Commission Regulation (EU) No. 1114/2010 and Commission Regulation (EU) No 1688/98. HICP weights reflect the structure of the final monetary consumption expenditures of the households (HFMCE) - domestic concept.
National accounts are the main source of data for construction of the HICP weights at the highest levels of aggregation. HICP in year t is calculated with the weights of year t-2.
